If you absolutely need local file storage and retrieval and a cloud-based solution simply won't suffice, iOS devices are honestly not ideal for that use. Dropbox works great and I have found it to be quite accessible. May I ask why? My friend and I are collaborating on a music project and we use Dropbox to exchange sometimes rather large audio files. I see that you said you don't want to use any cloud services to achieve your stated goal. I haven't done this for months, since I have other apps on my Mac that lets me do this work, so I can't remember the steps, but remember that sharing and syncing isn't the same thing, and you don't need to sync anything to share files and folders with Fileapp. This lets you copy and paste files and folders into certain apps like voicedream, fileapp etc. If ftp isn't a good way to go, you can use the iTunes sharing.
